Is the Quartet the Final Chapter in the Sudan War?

On Saturday, October 25, 2025, the senior advisor to the US President on Arab and African affairs, Massad Boulos, said that the parties of the Quartet Committee on Sudan agreed to establish a joint committee to enhance coordination on urgent priorities in Sudan. Boulos added via the X platform that the meeting hosted by America in Washington yesterday, in which Egypt, Saudi Arabia, and the UAE participated, discussed ways to stop foreign interference in the Sudanese crisis and to push forward the transition to civilian rule. Boulos noted that the member states of the committee discussed ways to reach an urgent humanitarian truce and achieve a permanent ceasefire in Sudan, and the Quartet reaffirmed its commitment to the statement issued on September 12 regarding Sudan.

This Quartet meeting coincided with reports of indirect negotiations between the Sudanese army and the Rapid Support Forces (RSF) in Washington under US auspices. Despite the Sudanese government’s denial of the negotiations, confirmed reports indicate that the Sudanese Foreign Minister is also in Washington, leading a delegation that includes military personnel. The Sudanese Foreign Ministry issued a statement after confirming the Foreign Minister’s trip to the US, stating that the visit comes within the framework of ongoing efforts to develop relations between Khartoum and Washington and to continue dialogue on issues of common interest, including supporting peace in Sudan, etc. This statement is an implicit admission that negotiations are taking place in Washington, regardless of their form or nature.

It is clear from Massad Boulos’s statement, and from the statement issued by the Quartet on 12/09/2025, that America has not yet reached the point of ending the war and stopping it permanently. Instead, it is talking about a three-month truce similar to the truces that were in the Jeddah Platform at the beginning of the war in 2023. If we look at the Quartet’s statement, we find that its texts do not talk about ending the war at this stage, but rather focus on a truce and the entry of humanitarian aid, as the Joint Statement on Restoring Peace and Security in Sudan said, “... The Ministers called for a humanitarian truce, for an initial three months, to enable the swift entry of humanitarian aid to all parts of Sudan.”

America has been in charge of the war in Sudan since its beginning, and has not allowed any country to interfere in it, because it is the one behind igniting this war, and it is the one that is prolonging it until its plot is cooked up. It is known that the reason for this war is the framework agreement, which, if it had been implemented as it was, would have caused America to leave Sudan, and thus the military would have lost power.

America was and still is controlling Sudan through the military commanders, and when the revolutionary movement broke out in Sudan, European men, especially Britain, took advantage of the situation to take power for the benefit of civilians loyal to Europe. The matter remained a dispute between the two sides until the framework agreement was reached, which gives full power to civilians, and even gives them authority over the military. Therefore, America instructed its men in the leadership of the army, and the Rapid Support Forces, to fabricate this war in order to remove the European men from the civilians.

Despite the passing of more than two and a half years, America and its allies have been unable to eliminate the European forces, despite demonizing them and associating them with the RSF. America also aims to use this war to detach Darfur from Sudan, just as it did with South Sudan through its agent John Garang. Now, it seeks to place Darfur under the control of its agent Hemedti. In practice, all of Darfur is controlled by the RSF, except for pockets in El Fasher that remain under their control.

Despite the atrocities committed against unarmed civilians in El Fasher, including siege, killing, and starvation, America is not taking serious action to condemn these crimes. If it does, it is merely to throw dust in people's eyes. It has involved the army with it, and even its agents in the region do not issue a clear condemnation of the brutal acts committed by the RSF in El Fasher and elsewhere, until news spread of its fall into their hands. According to a tweet by Massad Boulos, senior advisor to the US president on Arab and African affairs, the United States and its partners in the Quartet are united in their commitment to supporting the Sudanese people and alleviating their suffering. He emphasized that the US administration attaches paramount importance to the humanitarian and security situation in Sudan. (The Independent in Arabic, October 26, 2025)

It seems that after El Fasher fell into the hands of the Rapid Support Forces, and Darfur came under their complete control, the Quartet will accelerate negotiations between the two parties, leading to the complete control of the RSF over Darfur's territory, so that if America wanted to separate Darfur, it would do as it did before when it separated South Sudan through negotiations and in the name of the alleged peace!!

O people of Sudan, do you expect America, which supplied the Jewish entity with all the weapons of destruction to kill our brothers and sisters in Gaza, while the rulers of the Muslims failed to support them, to bring you peace, when it was America that separated South Sudan before?!

It is our Shariah obligation to first realize that America is an enemy of Islam and Muslims, and no good can come from it. We must also realize that what is happening in Sudan is a conspiracy being carried out by the leaders of the army and the leaders of the Rapid Support Forces.

We must be aware of this and prevent the division of Sudan, which is America's dream. We must work diligently to establish a state that prevents the kafir colonialists from interfering in our affairs. This is the Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of the Prophethood. It alone is capable of expelling the influence of the kafir (disbelieving) colonialists from our lands and working towards the unity of the country as a matter of destiny. It will even work towards unifying all Muslim lands into one entity, which will come to pass, Allah willing. It is the promise of Allah (swt) and the glad tidings of His Messenger (saw). All we have to do is work to establish it for the sake of Allah (swt), so that we may live under its shade with dignity and honor. And that is not difficult for Allah (swt).
