Can it be understood from these texts that the target countries we work in to establish the Khilafah "Caliphate" are the Arab countries only, and that the work in rest of the non-Arab countries is for the purpose of carrying the Dawah and not for the establishment of the Islamic State there? Especially after mentioning that the nucleus of the coming Islamic state, must be in the Arab countries first

Any organization that seeks to announce the Khilafah "Caliphate" in an area is obligated to follow the Methodology of the Prophet (saw) in it, and from it is that this organization should have the obvious visible authority on the place, where it can maintain security internally and externally, and that this area should have the components of a state in the area where the Khilafah "Caliphate" is announced....

Clarification of Article 33 in the Draft Constitution: Vacancy of the Khaleefah Post and Appointment of the Eldest Assistant as Temporary Ameer (leader)   What is the evidence for this article? Why does the eldest of assistants become the temporary leader and not one who is younger than him?
