Foreign Relations Are Exclusively the Responsibility of the State, for the State Alone Holds the Right to Take Care of the Affairs of the Ummah in Practice

Some media outlets reported that a delegation from the Eastern Sudan Parties and Movements Alliance, led by Sheiba Dirar and accompanied by a group of notables, met with Eritrean President Isaias Afwerki on Saturday, 2 August 2025, in his office in Adi Halo, where the delegation discussed with him the current situation in Sudan in general, with a focus on the challenges facing the Eastern Sudan region. The delegation also emphasized the importance of coordination with neighboring countries to support the country’s stability and confront political and security crises.

Has the weakness and humiliation of the Sudanese government reached this level? Or is it trying to condition the people to accept these distorted images for an ulterior motive? Among these images is the training of militias with regional or tribal loyalties in Eritrea!

This chaos, politically and militarily sponsored by the Sudanese government—including the elevation of racist rhetoric in political circles—all serves America’s plan to divide Sudan into several states: first Darfur, then Eastern Sudan!!

The Sudanese government must come to its senses and stop this tampering with fire, which will bring an end to what remains of the country's unity, leaving it destroyed and erased. That is a grand betrayal! Stop these political acts that target the unity of the country! Stop the ongoing series of creating local militias or those linked to foreign countries for training!

As for the issue of the citizens of the Islamic State—what is required of them and what is due to them—and their relationship with foreign states, it is a matter governed by Shariah. Islam has a clear stance on this: It is not permissible for the subjects to undertake the duties of the ruler, neither internally nor externally, except by a legitimate appointment, such as the appointment of the Khalifah of the Muslims, because he is the one responsible for the care of affairs internally and externally. The Prophet (saw) said: «...فَالْإِمَامُ الَّذِي عَلَى النَّاسِ رَاعٍ وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ»“The Imam is a guardian and is responsible for his subjects…” Or through those whom the Khalifah (Caliphate) appoints, such as assistants, governors, and others.

When the Khilafah Rashidah (rightly-guided Caliphate) state is established soon, by the will of Allah, no one will be allowed to meet with foreign heads of state or to have any relationship with a foreign country. It is stated in the Draft Constitution of the Khilafah State presented by Hizb ut Tahrir to the Ummah, Article 182: “It is not permitted for any individual, party, bloc, or group to have any kind of relationship with any foreign country whatsoever. Relations with foreign countries are exclusively the responsibility of the state, for it alone holds the practical authority to take care of the affairs of the Ummah. The Ummah and political blocs have the right to hold the state accountable regarding these foreign relations.”

O people of Sudan, is what we are calling you to not better than this miserable reality in which you are living? Has the time not come for you to work with Hizb ut Tahrir—the leader that does not lie to its people—to establish the second Khilafah Rashidah on the method of the Prophethood? It alone will preserve the entity of the state and grant it dignity. It will not allow any foreign state to interfere in its affairs or open lines of communication with its citizens. All of this is a grave crime and a danger to its very existence.

[يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ وَاعْلَمُوا أَنَّ اللهَ يَحُولُ بَيْنَ الْمَرْءِ وَقَلْبِهِ وَأَنَّهُ إِلَيْهِ تُحْشَرُونَ]

“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life. And know that Allah intervenes between a man and his heart and that to Him you will be gathered.” [Al-Anfal: 24]
