And Allah is not Unaware of what the Wrongdoers Do
(Translated)

Allah Almighty said:

[وَلَا تَحْسَبَنَّ اللهَ غَافِلاً عَمَّا يَعْمَلُ الظَّالِمُونَ إِنَّمَا يُؤَخِّرُهُمْ لِيَوْمٍ تَشْخَصُ فِيهِ الْأَبْصَارُ]

“And never think that Allah is unaware of what the wrongdoers do. He only delays them for a Day when eyes will stare [in horror].” [Ibrahim:42].

We see that the state security agencies in Kyrgyzstan arrest criminals who have committed various crimes, and some of them were accused of belonging to a criminal gang, while others were accused of bribery, murder, and similar charges. If they are truly involved in such crimes, then they are also considered criminals according to Islamic Shariah. But at the same time, we witness that there are detainees who did not commit any criminal act, but were arrested merely for calling to the religion of Allah and for saying: "Our Lord is Allah"! And they are also arrested brutally like real criminals and thrown into prisons where they are subjected to severe beatings and other "modern" methods of torture. These are members of Hizb ut Tahrir, and the wrongdoers are the government officials and their security agencies.

The colonialist kufar Western powers, which currently rule the world, fabricated narratives such as "terrorism" and "extremism" to fight Islam. And in the Islamic countries, the agent rulers of the Muslims issued laws to combat terrorism and extremism to please their kufar masters. As a result, those who call to the religion of Allah outside the “framework” set by secular democratic states are considered “criminals” and labeled as terrorists and extremists.

In reality, the tyrant's struggle against the religion of Allah has existed since ancient times. One of the most prominent examples is the story of Pharaoh as mentioned in Al-Quran Al-Kareem. Pharaoh was arrogant in his power and his arrogance reached the point of claiming divinity:

[فَحَشَرَ فَنَادَى * فَقَالَ أَنَا رَبُّكُمْ الْأَعْلَى]

“And he gathered [his people] and called out * And said, "I am your most exalted lord."’” [An-Nazi'at:23-24].

And the leaders of the kufar states today are no different from Pharaoh. In the time of Pharaoh, the magicians saw the miracle of Musa (alayh as-salam) and believed in him, so Pharaoh said to them:

[آمَنْتُمْ لَهُ قَبْلَ أَنْ آذَنَ لَكُمْ]

“You believed him before I gave you permission.” [Ta-Ha:71].

And today’s leaders of kufr teach people to believe in whatever suits their desires, and they say: “Anyone can believe in any religion he chooses. Whoever wants to worship fire, idols, or Allah alone – he may do so, provided it is according to freedom of belief and within the framework of democratic laws, and that religious rituals and adherence to religion are in harmony with democratic principles.” Allah Almighty said:

[قَالَ فِرْعَوْنُ مَا أُرِيكُمْ إِلَّا مَا أَرَى وَمَا أَهْدِيكُمْ إِلَّا سَبِيلَ الرَّشَادِ]

“Pharaoh said, "I do not show you except what I see, and I do not guide you except to the way of right conduct."’” [Ghafir:29].

And Pharaoh threatened the magicians with punishment for disobeying his orders and promised them death and crucifixion after torture. He said:

[فَلَأُ قَطِّعَنَّ أَيْدِيَكُمْ وَأَرْجُلَكُمْ مِنْ خِلَافٍ وَلَأُصَلِّبَنَّكُمْ فِي جُذُوعِ النَّخْلِ وَلَتَعْلَمُنَّ أَيُّنَا أَشَدُّ عَذَاباً وَأَبْقَى]

“So I will surely cut off your hands and your feet on opposite sides, and I will crucify you on the trunks of palm trees, and you will surely know which of us is more severe in [giving] punishment and more enduring.” [Ta-Ha:71]. Pharaoh killed the magicians as he said, but they remained firm in their faith until they met Allah Almighty as martyrs. Pharaoh’s threats did not turn them away from following the truth and remaining steadfast on it. Thus, Pharaoh's punishment was weak before the faith of the believers, and Pharaoh remained helpless in the face of truth and faith.

Indeed, Allah is testing the tyrants today—such as Donald Trump, Vladimir Putin, and Xi Jinping—with their power and greatness of authority just as He tested Pharaoh in history. Therefore, their arrogance is not less than Pharaoh’s arrogance, and their punishment will be to the same degree. But Islam eliminates their pride and arrogance because it came to eliminate the corruption of such people and to save humanity from the injustice of people like them.

This is the state of the great tyrants in the West. But what are our rulers trying to achieve by fighting Islam, while they do not possess what the great tyrants possessed? Why do they sell their religion for the worldly life of their disbelieving masters? Do they betray their religion for the sake of those trivial authorities that their masters mock by saying: “It will vanish with one blow”!?

Yes, there is an innate drive in humans to seek dominance, and this drive is part of the instinct related to survival. And if instincts are not restrained by the commands and prohibitions of Allah Almighty, they lead to misguidance. We often hear government officials claiming that they serve the people, while in reality, they use them to reach power and maintain it. So, any simple assistance offered to the people out of human nature is not considered a service at the state level. The matters that appear to be progress at the state level are nothing more than services provided to strengthen the government.

O officials, yes, you did not come to power with the intention of implementing the rulings of Islam—but think about it: Pharaohs and emperors passed through history, and they ruled for only a few years, but their punishment in Hell will be eternal, and your rule will never match theirs, but beware that your punishment may be like theirs.

You have arrested Muslims and tortured them. Suppose you removed some of them from their positions, what will you achieve by this action? Do you think that you will please your kufar masters? Do you not take a lesson from the fate of your colleagues like Saddam Hussein, Muammar Gaddafi, and Bashar al-Assad? Do you think that you are pleasing the majority of the people? Akayev, Bakiyev, and others also thought they could please that majority. This society was raised on capitalism, and unless the kufar benefit from you regularly, they will never be pleased with you!

In addition to that, you will not be able to remove all the preachers from their positions. The believers who are steadfast in their faith and in their positions always remain until Yawm Al-Qyamah (the Day of Judgement), although their numbers vary with time. If the last of them dies, the Hour will be established. But in this era, when Islam returns and the footsteps of the Islamic State are heard—as Allah has promised and the Messenger of Allah (saw) has given glad tidings—if one withdraws from his position, thousands swear not to withdraw; and if one is martyred, thousands follow him, awaiting martyrdom. And you have seen this in the examples of the martyrs presented by Hizb ut Tahrir until now.

Until when will you continue clinging to the laws you have adopted in fighting Islam for the sake of your kufar masters? Yesterday, you declared the Taliban as “terrorists” following your masters. And today, you recognize the Taliban government, also following your masters. Can you not do that of your own will? Do you not also have the freedom to stop arresting the youth who enjoin what is right and forbid what is wrong?!

O government officials, we wish to remind you of the following as your Muslim brothers. Allah Almighty said:

[فَوَيْلٌ لِلَّذِينَ ظَلَمُوا مِنْ عَذَابِ يَوْمٍ أَلِيمٍ]

“so woe to those who have wronged from the punishment of a painful Day.” [Az-Zukhruf:65]. And the Messenger of Allah (saw) said in the sacred hadith: «يَا عِبَادِي إِنِّي حَرَّمْتُ الظُّلْمَ عَلَى نَفْسِي وَجَعَلْتُهُ بَيْنَكُمْ مُحَرَّمًا فَلَا تَظَالَمُوا» “O My slaves, I have made oppression unlawful for myself and I have made it unlawful among you, so do not oppress one another.” And he (saw) also said: «اتَّقُوا الظُّلْمَ فَإِنَّ الظُّلْمَ ظُلُمَاتٌ يَوْمَ الْقِيَامَةِ» “Beware of oppression, for oppression will turn into excessive darkness on the Day of Judgement” Therefore, O government officials and members of the security agencies, repent to Allah from your oppression of the Shabab of Hizb utTahrir. Allah Almighty said:

[إِلَّا مَنْ ظَلَمَ ثُمَّ بَدَّلَ حُسْناً بَعْدَ سُوءٍ فَإِنِّي غَفُورٌ رَحِيمٌ]

“Otherwise, he who wrongs, then substitutes good after evil - indeed, I am Forgiving and Merciful.” [An-Naml:11]

And now, our message to the Muslims of Kyrgyzstan, who are witnessing this injustice, and who are part of the Ummah of Muhammad (saw) O Muslims, if you do not hold the government accountable for its injustice, then its arrogance, injustice, and tyranny will increase. And in the end, its injustice and tyranny will enter the house of each one of you.

Moreover, in the story of Pharaoh mentioned above, there is a lesson for you as well, in addition to the government officials. Allah Almighty said:

[فَلَمَّا آسَفُونَا انتَقَمْنَا مِنْهُمْ فَأَغْرَقْنَاهُمْ أَجْمَعِينَ * فَجَعَلْنَاهُمْ سَلَفاً وَمَثَلاً لِلْآخِرِينَ]

“And when they angered Us, We took retribution from them and drowned them all. * And We made them a precedent and an example for the later peoples.” [Az-Zukhruf:55-56]. And He Almighty said:

[وَاتَّقُوا فِتْنَةً لَا تُصِيبَنَّ الَّذِينَ ظَلَمُوا مِنْكُمْ خَاصَّةً وَاعْلَمُوا أَنَّ اللهَ شَدِيدُ الْعِقَابِ]

“And fear a trial which will not strike those who have wronged among you exclusively, and know that Allah is severe in penalty.” [Al-Anfal:25]. In addition, the Messenger of Allah (saw) said: «إِنَّ اللهَ لَا يُعَذِّبُ الْعَامَّةَ بِعَمَلِ الْخَاصَّةِ حَتَّى يَرَوُا الْمُنْكَرَ بَيْنَ ظَهْرَانَيْهِمْ وَهُمْ قَادِرُونَ عَلَى أَنْ يُنْكِرُوهُ فَلَا يُنْكِرُوهُ، فَإِذَا فَعَلُوا ذَلَكَ عَذَّبَ اللهُ الْخَاصَّةَ وَالْعَامَّةَ»“Indeed, Allah does not punish the general people due to the actions of the specific group, until they see the evil among them and they are able to reject it, but they do not reject it. When they do so, Allah punishes the specific and the general.”

For this reason, O Muslims in Kyrgyzstan, O sons of the best Ummah brought forth for mankind, we call you to stand against the injustice of the wrongdoers, to stop their injustice with your hands, and to hold them accountable for their wrongdoing. Otherwise, we have warned you of the wrath of Allah, and Allah is a witness over that.

We would also like to address the following words to the true heroes of our time:
O carriers of the Dawah to Islam! You were people raised with atheist education, but you joined the ranks of the believers by using your minds, and you became from among the sincere, truthful Muslims who learned Islam with its idea and method, and followed this path—unlike the Muslims who have not fully understood Islam. You knew that your goal is the pleasure of Allah, and you realized that His pleasure is not achieved except by implementing His Shariah. You became certain, with no doubt, that the Islamic Shariah is not implemented completely except in the Islamic Dawlah (State), and you fully understood that achieving the pleasure of Allah in our time is only by working to establish the Khilafah (Caliphate) State, which is the crown of the obligations. Allah has promised us victory in this world and Jannah in the Akheerah (Hereafter). The sacrifice of oneself on this path is rewarded with the rank of martyrdom. If you hold firmly to your belief, you will find yourselves awaiting martyrdom, and if you fix your goal before your eyes, you will find yourselves patient, at ease, and reassured.

Allah Almighty said:

[وَلَقَدْ فَتَنَّا الَّذِينَ مِنْ قَبْلِهِمْ فَلَيَعْلَمَنَّ اللهُ الَّذِينَ صَدَقُوا وَلَيَعْلَمَنَّ الْكَاذِبِينَ]

“But We have certainly tried those before them, and Allah will surely make evident those who are truthful, and He will surely make evident the liars.” [Al-Ankabut:3]. And He said:

[وَمِنْ النَّاسِ مَنْ يَعْبُدُ اللهَ عَلَى حَرْفٍ فَإِنْ أَصَابَهُ خَيْرٌ اطْمَأَنَّ بِهِ وَإِنْ أَصَابَتْهُ فِتْنَةٌ انقَلَبَ عَلَى وَجْهِهِ خَسِرَ الدُّنْيَا وَالْآخِرَةَ ذَلِكَ هُوَ الْخُسْرَانُ الْمُبِينُ]

“And of the people is he who worships Allah on an edge. If he is touched by good, he is reassured by it; but if he is struck by trial, he turns on his face [to the other direction]. He has lost [this] world and the Hereafter. That is what is the manifest loss.” [Al-Hajj:11]. And He said:

[وَلَنَبْلُوَنَّكُمْ بِشَيْءٍ مِنْ الْخَوْفِ وَالْجُوعِ وَنَقْصٍ مِنْ الْأَمْوَالِ وَالْأَنفُسِ وَالثَّمَرَاتِ وَبَشِّرْ الصَّابِرِينَ * الَّذِينَ إِذَا أَصَابَتْهُمْ مُصِيبَةٌ قَالُوا إِنَّا لِلَّهِ وَإِنَّا إِلَيْهِ رَاجِعُونَ﴾]

“And We will surely test you with something of fear and hunger and a loss of wealth and lives and fruits, but give good tidings to the patient, * Who, when disaster strikes them, say, "Indeed we belong to Allah, and indeed to Him we will return."”[155-156] And He said:

[أَلَا إِنَّ أَوْلِيَاءَ اللهِ لَا خَوْفٌ عَلَيْهِمْ وَلَا هُمْ يَحْزَنُونَ * الَّذِينَ آمَنُوا وَكَانُوا يَتَّقُونَ * لَهُمْ الْبُشْرَى فِي الْحَيَاةِ الدُّنْيَا وَفِي الْآخِرَةِ لَا تَبْدِيلَ لِكَلِمَاتِ اللهِ ذَلِكَ هُوَ الْفَوْزُ الْعَظِيمُ]

“Unquestionably, [for] the allies of Allah there will be no fear concerning them, nor will they grieve * Those who believed and were fearing Allah * For them are good tidings in the worldly life and in the Hereafter. No change is there in the words of Allah. That is what is the great attainment.” [Yunus:62-64]. And He said:

[إِنَّا لَنَنصُرُ رُسُلَنَا وَالَّذِينَ آمَنُوا فِي الْحَيَاةِ الدُّنْيَا وَيَوْمَ يَقُومُ الْأَشْهَادُ * يَوْمَ لَا يَنفَعُ الظَّالِمِينَ مَعْذِرَتُهُمْ وَلَهُمْ اللَّعْنَةُ وَلَهُمْ سُوءُ الدَّارِ]

“Indeed, We will support Our messengers and those who believe during the life of this world and on the Day when the witnesses will stand - * The Day their excuse will not benefit the wrongdoers, and they will have the curse, and they will have the worst home.” [Ghafir:51-52].
