The Crises Caused by the Corrupt Regime Cannot Be Resolved Through It
(Translated)

Since the US occupation of Iraq in 2003, and for 22 years now, it has been experiencing a financial crisis with widespread poverty and destitution. Despite oil revenues amounting to hundreds of billions annually, its politicians and experts come out every year to sound the alarm about a potential financial crisis that could lead to the state's inability to pay employee salaries.

On Tuesday, August 19, 2025, Iraqi economic expert Nabil Al-Marsoumi stated in a post on his Facebook page, "The official financial accounts issued by the Ministry of Finance for the first half of 2025 show that total salaries and compensation amounted to approximately 44.9 trillion dinars, while crude oil export revenues amounted to 45.2 trillion dinars, meaning that the percentage of oil revenues covering salaries reached 99.2%."

These frightening numbers and this unfortunate equation clearly demonstrate the corruption of the state's economic system. It is worth noting that the vast sum, which he claimed was allocated to salaries and compensation, actually goes largely into the pockets of corrupt individuals in the three presidencies and their branches, through huge salaries, "spacemen," "Rafha," and fraudulent schemes. Therefore, we see them fighting over positions and plotting against one another using the vilest means. This is what we witness during every election cycle.

O Muslims, O People of Iraq: The problem of Iraq and other Muslim countries is a problem of a system, and a problem of corrupt traitors whom the infidels have placed over your necks after destroying your state and undermining your authority. It cannot be treated with the patchwork methods attempted by those who call themselves economic experts. Ahmed Al-Tamimi, an economic expert, asserts that "initial forecasts for the upcoming budget indicate a continued financial deficit due to a number of interconnected factors, most notably the decline in global oil prices, which represents more than 90% of total revenues, in addition to the continued increase in operating expenditures, especially in salaries, along with a clear weakness in diversifying non-oil sources of income." He explains that "dealing with this deficit requires practical solutions, starting with reforming the tax system and expanding the tax base, working to collect taxes from informal sectors, and enhancing state revenues by improving the efficiency of border crossing management to combat smuggling and corruption, and increasing the collection of state services such as electricity, water, and municipalities in a fair and organized manner."

These are the solutions when the mentality is of the same kind as the regime. The true and effective treatment is to uproot this rotten regime and its corrupt leaders and establish a just, divine system. The Islamic system, which the Lord of the Worlds has chosen for humanity, is implemented by just men who fear Allah Almighty and who keep the words of the Messenger of Allah (saw) in mind:

«كُلُّكُمْ رَاعٍ وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ، فَالْأَمِيرُ الَّذِي عَلَى النَّاسِ رَاعٍ وَهُوَ مَسْئُولٌ عَنْ رَعِيَّتِهِ...»

“every one of you is a shepherd and everyone is answerable with regard to his flock. The Khalifah (Caliph) is a shepherd over the people and shall be questioned about his subjects (as to how he conducted their affairs).”

To this glory and this honorable life, Hizb ut Tahrir, the pioneer who does not lie to its people, calls upon you. So respond to the command of Allah Almighty and the diligent work to fulfill His promise:

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْناً يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئاً وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ]

“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious.” [An-Nur 24:55]. And the glad tidings of His Messenger (saw), that it would be established after the removal of the tyrannical rule:

«ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ. ثُمَّ سَكَتَ»

“Then it will be a tyrannical kingdom, and it will be as long as Allah wills it to be, then He will remove it when He wills to remove it, then it will be a caliphate based on the method of prophethood. Then he was silent.”
