The International Monetary Fund: A Tool in the Hands of the Kufar to Control the Domestic Policy of the Borrowing Country
(Translated)

On Wednesday, 9/7/2025, the International Monetary Fund (IMF) warned that the Iraqi economy faces major challenges. The IMF Board, in its statement concluding the Article IV consultations with Iraq, said there is room to strengthen non-oil revenues through increased taxes and customs duties.

It pointed out that, on the revenue side, in addition to enhancing tax administration, there is room to increase customs duties and excise taxes, to reform the personal income tax, including limiting exemptions, and to impose a general sales tax in the medium term.

As for spending, comprehensive reforms to the public wage bill, by reducing employment and adopting a rule to shrink the number of employees, are to be pursued. Finally, it is urgent to reform the public pension system by raising the retirement age and reducing entitlement and replacement rates.

These are the IMF’s instructions to the Iraqi government — an explicit interference in the domestic policy of the country.

O Muslims and people of Iraq: It is no longer hidden from anyone how deep the economic confusion is in your country, and how poverty increases despite the vast wealth it possesses. The reason is your regime’s attachment to America and other greedy states through their tools, with America having the upper hand in these tools represented by the dollar and by the World Bank and the IMF. America has adopted financial aid as one of its political tools, outwardly to assist needy countries, but in reality to influence the political decision-making of the country. It is both shameful and saddening that a country like Iraq, with its immense wealth and abundant resources, resorts to borrowing — and from whom?! From an entity that wants to dominate the country’s political decision-making, especially its domestic policy!

What the IMF Board mentioned above, such as increasing taxes and levies on the people, is not advice but theft of the people's effort after they have already stolen the country's wealth — so that America and the European countries may live in luxury at the expense of the Islamic nations, which now live in poverty and need after being robbed — and so this organization secures its money with compounded usurious interest. It is also an interference in domestic policy to the extent of controlling employment and retirement!

So, is there any opinion or authority left for these Ruwaibidah (incompetent lowly) rulers?! Their foreign policy is tied to their kuffar (disbelieving) masters, their political and economic system is imposed upon them, and even their domestic policy is not left to them. What humiliation and disgrace does the Islamic Ummah live in today?!

O Muslims: Know with certainty that these arms cannot be cut off, your wealth will not return to you, and the influence of the kufar will not be expelled from your lands except by the Khilafah Rashidah (rightly guided Caliphate) State, the promise of Allah Almighty and the glad tidings of His noble Messenger (saw). So come forth to serious work with Hizb ut Tahrir to establish this great obligation, in which lies your honor, the humiliation of the kufar, and above all, the pleasure of the Lord of the Worlds.

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُم فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُوْلَـٰٓئِكَ هُمُ الْفَـٰسِقُونَ]

“Allah has promised those among you who believe and do righteous deeds that He will surely grant them succession [to authority] upon the earth just as He granted it to those before them, and that He will surely establish for them their religion which He has preferred for them, and that He will surely substitute for them, after their fear, security, [for] they worship Me, not associating anything with Me. But whoever disbelieves after that – then those are the defiantly disobedient.” [An-Nur: 55]
