China and Russia Are Belligerent (Muharib) States and Enemies of the Muslims-Beware of Them!
(Translated)
In recent days, the Baku meeting of the Conference on Interaction and Confidence Building Measures in Asia (CICA), once again saw Chinese and Russian officials-particularly Chinese Foreign Minister Wang Yi-express serious concern over what they call the “threat of terrorism emanating from Afghan soil.” At the same time, the unprecedented and quick visit of Sergei Naryshkin, Director of Russia’s Foreign Intelligence Service, to Kabul, where he met with intelligence officials of the Afghan current government, signals a new round of security and intelligence activity by regional and global powers toward Afghanistan.
Despite all the talk of expanding trade, transit, economic cooperation and mineral extraction, the real priority of regional and global powers has never been Afghanistan’s economic prosperity or the welfare of its people. Their central concern is security control, intelligence penetration, and preventing any political or ideological transformation rooted in Islam from taking shape in the region-one that could challenge the colonial order they seek to preserve.
With the return of the current ruling system in Afghanistan, this fear has intensified sharply across the region and beyond. Under the deceptive banner of the “fight against terrorism,” the colonial powers are now trying, first, to contain Afghanistan’s rulers within the country’s geographical borders, distance them from their Islamic project, and gradually absorb them into the secular nation-state order. Their next objective is to use the same government to suppress and neutralize Islamic revivalist groups that threaten their interests and have the potential to bring about change in the region on the basis of Islam.
As the Chinese representative said at the recent CICA meeting, “Taliban authorities must take practical action against terrorist groups.” Putin, too, has repeatedly portrayed the idea of restoring the Caliphate as a threat and as “terrorism,” and has presented himself as committed to fighting it. Regional meetings, diplomatic engagement, threats and inducements, and the recent visit of Russia’s foreign intelligence chief to Kabul should all be understood in this context. Moscow is seeking to expand intelligence cooperation, information-sharing, and military-technical agreements in order to ensure that the sparks of Islamic awakening do not spread from Afghanistan into Central Asia and further into Russia itself.
Russia and China share essentially the same position as Pakistan and the United States when it comes to protecting oppressive puppet rulers in Central Asia and suppressing Islamic movements. Therefore, even if Russia or China intervenes or mediates in border clashes between Afghanistan and Pakistan, their broader objectives are not fundamentally different from those pursued by Pakistan and the United States.
The tension and conflict between Afghanistan and Pakistan are themselves the product of America’s colonial strategy in the region. Russia and China also support this policy insofar as it places pressure on Afghanistan’s rulers and helps contain Islamic revival. Russia may have interests of its own, but since the beginning of the so-called “Global War on Terror,” it has repeatedly acted in line with American interests.
From the Islamic perspective, Russia and China are belligerent and occupying states. Russia’s present-day crimes and its dark history-from the killing of Muslims in Chechnya, the Caucasus and Dagestan, to the brutal bombing of the oppressed people of Syria and its devastating occupation of Afghanistan during the 1980s-stand alongside the Chinese regime’s continuing occupation and oppression of the Muslims of East Turkestan. The repression of the Uyghurs, the destruction of mosques, pervasive surveillance and spying, and restrictions on Islamic rituals and religious observance are clear evidence of the deep hostility of these two occupying powers toward the Muslim Ummah.
According to the clear rulings of the Shariah, establishing political and security relations, signing military agreements, and seeking military or intelligence assistance from belligerent non-Muslim states - especially against other Muslim groups, even if those groups themselves are not deemed to be correct - is not permissible.
Strategically, too, reliance on such deceptive powers carries grave and potentially enslaving consequences for the future of Afghanistan and the Muslim Ummah.
The Media Office of Hizb ut Tahrir in Wilayah Afghanistan declares that the real and fundamental solution to the problems of Afghanistan and the Muslim Ummah lies in submitting to the absolute sovereignty of Allah Almighty and sincerely striving to establish the Khilafah Rashidah (rightly guided Caliphate) on the Method of the Prophethood. Only the Khilafah Rashidah can restore the lost honor of the Muslims, provide genuine security, and free the lands of Islam from the grip of occupiers and colonial powers-whether from the East or the West.
“Those who take disbelievers as allies instead of believers. Do they seek honor and power through them? Indeed, all honor and power belong to Allah alone.” [Surah An-Nisa 4:139]
