A Message to the Armed Forces of Pakistan and the Mujahideen in Afghanistan, in the Blessed Ramadan, Month of Victories

O Our Brothers Amongst the Armed Forces of Pakistan and the Mujahideen of Afghanistan!

Ramadan is the month of victories, in which Muslims fought under one Imam, against the enemies for centuries. As for this Ramadan, it is in severe need of victories against the Jewish entity, Hindu State and the American crusaders. Yet, instead, we find that there is severe fighting between the mujahidoon of Afghanistan and the armed forces of Pakistan, with Pakistan’s military carrying out extensive air raids, early on Sunday 5th of Ramadan.

Both the sides fighting have justifications for their fighting. On the one hand the mujahidoon say that the rulers of Pakistan assisted the United States in its invasion of Afghanistan, and do not rule by Shariah. On the other hand, the armed forces of Pakistan say that the mujahideen have no right to attack the armed forces and the security personnel in Pakistan, and must be stopped by force.

The situation is now that the fighting will continue for many years, with Muslims killing Muslims, whilst Muslims raise the Janazahs of Muslims on both sides.

O Our Brothers Amongst the Mujahideen of Afghanistan!

Whilst it is true that the rulers of Pakistan do not implement Shariah, and are agents of America, it is also true that the Sunnah has specified a way of the dealing with them. The ruling of Khurooj applies on a ruler who is contracted by a Shariah bayah, rules by Islam and then departs from ruling by Islam with open kufr. However, the rulers of Pakistan have never ruled by Islam, and never will. Moreover, they imprison and torture those who call for the unification of the Muslims under a single Khilafah (Caliphate), as a service to their master Trump.

The Islamic Shariah ruling on removing such rulers is the method of the Prophet (saw) in establishing an Islamic state through intellectual conflict, political struggle, and seeking nussrah (military support), which is clear from the Second Pledge of Aqabah, as is detailed in the books of the Seerah. Here the warriors of Al-Aws and Al-Khazraj stopped fighting each other, even though they had been fighting for years on the basis of the tribalism of ignorance. They unified on the basis of Islam, for the pleasure of Allah (swt), and then replaced the tyrants of Yathrib with the ruling by Islam. This is how Al-Madinah Al-Munawarrah was established as a real fortress of Islam.

Now, how are we to implement the ruling of nussrah (military support), if the people of military power and protection, the mujahidoon and the armed forces, are fighting and killing each other? How are we working to remove the colonialist Durand Line that divides us, if we are in engaged in a territorial fight, on the basis of tribalism and nationalism? And how are we working to unify Afghanistan and Pakistan as one powerful Khilafah (Caliphate), if we maintain attacks and retaliation for months and years? How?!

So, consider, if there was a way for the hundreds of thousands of Muslims in the armed forces of Pakistan and mujhahideen of Afghanistan, as one military force against the enemies of Islam, must it not be seriously examined?

O Our Brothers Amongst the Armed Forces of Pakistan!

Even though Khurooj is not the method to remove the rulers of Pakistan, it is a Shariah obligation upon you to remove them for the following reasons, amongst many more:

Firstly, the rulers of Pakistan do not rule by Islam even though Allah (swt) said,

[وَأَنْ احْكُمْ بَيْنَهُمْ بِمَا أَنزَلَ اللَّهُ وَلاَ تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنزَلَ اللَّهُ إِلَيْكَ]

“Rule between them by all that Allah has revealed. Do not follow their desires. Beware of them lest they tempt you away from even part of all that Allah has revealed to you.” [TMQ Surah Al-Maida 5:49]. Instead, they rule by man-made laws from the era of British colonialism and the current American colonialism. There constitution is not derived from the Noble Quran and Prophetic Sunnah, it is made by human-beings and ratified by a majority of parliamentarians.

Secondly, the rulers of Pakistan maintain the division of Muslims on the basis of nationalism, even though the Messenger of Allah (saw) said,

«مَنْ قُتِلَ تَحْتَ رَايَةٍ عِمِّيَّةٍ يَدْعُو عَصَبِيَّةً أَوْ يَنْصُرُ عَصَبِيَّةً فَقِتْلَةٌ جَاهِلِيَّةٌ»

“Whosoever is killed under the banner of ignorance, calling to asabiyyah or supporting asabiyyah, his death is of ignorance.” [Muslim]. They have never worked to remove the borders between Muslims and never will, and instead incite nationalistic bigotry at every opportunity.

Thirdly, the rulers of Pakistan do not implement the Shariah rulings regarding the economy. As one prominent and recent example, they are now opening the doors for American companies to exploit the Rare Earth Elements of Pakistan, even though these are amongst the many abundant minerals, which are not limited in quantity, which are the property of all Muslims. The Shariah evidence (daleel) for this is from the narrative of Abaydh ibn Hammal,

«أَنَّهُ وَفَدَ إِلَى رَسُولِ اللَّهِ فَاسْـتَقْطَعَهُ فَأَقْطَعَهُ الْمِلْحَ فَلَمَّا أَدْبَرَ قَالَ رَجُلٌ يَا رَسُولَ اللَّهِ أَتَدْرِي مَا أَقْطَعْتَهُ إِنَّمَا أَقْطَعْتَهُ الْمَاءَ الْعِدَّ قَالَ فَرَجَعَ فِيهِ»

“that he requested the Messenger of Allah (saw) to allocate him a certain property, which he (saw) allocated from salt deposits. When he turned back, a man said “O Messenger of Allah (saw) do you realize what you have allocated for him? You allocated what is abundant for him.” The narrator said, so, he (saw) took it back from him.” [Ibn Hibaan in his Sahih]. So, such minerals must benefit all the Muslims, to end the poverty of Muslims where ever they are, and cannot be nationalized or privatized.

Fourthly, regarding the occupation of Kashmir and the Hindu State, it is not allowed to make a permanent treaty with the states that are warring, practically. It is not allowed to stop the permanent fighting, and make a permanent armistice (hudnah), because this suspends Jihad, which must be continuous until the Day of Resurrection. A permanent armistice also prevents the spread of Islam, until Allah (swt) makes Islam dominate over all other ways of life.

Allah (swt) said,

[وَقَاتِلُوهُمْ حَتَّىٰ لَا تَكُونَ فِتْنَةٌ وَيَكُونَ الدِّينُ كُلُّهُ لِلَّهِ] “Fight against them until there is no more fitnah and The Deen is entirely to Allah Alone.” [TMQ Surah Al-Anfal 8:39], and the Messenger (saw) said,

«وَالْجِهَادُ مَاضٍ مُنْذُ بَعَثَنِي اللَّهُ إِلَى أَنْ يُقَاتِلَ آخِرُ أُمَّتِي الدَّجَّالَ» “Jihad must be continuous from when Allah sent me, until the last of my Ummah fights the Dajjal.” [Narrated by Abu Dawud via Anas]. Yet, the rulers of Pakistan enforce a ceasefire with India, after surrendering Kashmir in 2019, and after wasting a golden opportunity to liberate Kashmir in May 2025.

Fifthly, regarding the genocide in Gaza, after restraining you from fighting the Jewish entity for over two years, the rulers of Pakistan have now become allies with the Jewish entity, within the Board of Peace of Trump. However, when a state, with which we are in active war, is entirely established upon Islamic land, such that its entity does not include any land that the Muslims have not yet opened by conquest, such as “Israel,” fighting must continue until the Jewish state is eliminated and the lands of Muslims are rescued from it. Allah (swt) said,

[فَمَنِ اعْتَدَىٰ عَلَيْكُمْ فَاعْتَدُوا عَلَيْهِ بِمِثْلِ مَا اعْتَدَىٰ عَلَيْكُمْ] “So, if anyone attacks you, attack in the same manner they attacked you.” [TMQ Surah al-Baqarah 2:194]. Allah (swt) said,

[وَأَخْرِجُوهُم مِّنْ حَيْثُ أَخْرَجُوكُمْ] “And expel them from wherever they expelled you.” [TMQ Surah Al-Baqarah 2:191].

Sixthly, as for America, the master of the rulers of Pakistan, it is not allowed for the Ummah to conclude military agreements with other states, such as mutual defense agreements, mutual security agreements, and any military facilitation related to that, such as leasing military bases, airports, or ports. It is also neither permitted to seek assistance (isti’aanah) from kafir states, and their armies, nor to take loans and aid from these states.

These agreements are forbidden (haram) by Islam. Islam has forbidden for Muslims to conclude them with other than Muslims, from the kafir states. This is because it is forbidden for a Muslim to fight under the banner of kufr, or for the sake of kufr, or on behalf of a kafir state, or to give a kafir authority over Muslims or over the land of Islam.

The Messenger (saw) forbade Muslims from seeking assistance (isti’aanah) from kafir states, since he forbade seeking light from the fire of the mushrikeen, as he said,

«لاَ تَسْتَضِيئُوا بِنَارِ الْمُشْرِكِينَ» “Do not seek light from the fire of the mushrikeen.” [Narrated by Ahmad]. Fire is a kinayah (metonym) for war. The Messenger (saw) also said, «فَإِنَّا لاَ نَسْتَعِينُ بِمُـشْرِكٍ» “We do not seek assistance from a mushrik.” [Sahih Ibn Hibban].

And these are just some of the crimes of the rulers of Pakistan, in open violation of the Shariah Law of Allah (swt). So why do you not remove these rulers, for their open disobedience of Allah (swt), even though the Messenger of Allah (saw) said,

«السَّمْعُ وَالطَّاعَةُ عَلَى الْمَرْءِ الْمُسْلِمِ فِيمَا أَحَبَّ أَوْ كَرِهَ إِلاَّ أَنْ يُؤْمَرَ بـِمَعْصِـيَـةٍ فَإِنْ أُمِرَ بـِمَعْصِـيَـةٍ فَلاَ سَمْعَ وَلاَ طَاعَةَ»

“Listening and obedience is essential for a Muslim, in both what he likes or dislikes. This is unless he is commanded with disobedience (ma’seeyah) of Allah. Then there is neither listening nor obedience.” [Ahmed]

O Our Brothers Amongst the Armed Forces of Pakistan and the Mujahideen of Afghanistan!

Whilst you fight, your enemies rejoice. India and US are the real beneficiaries of clashes between Pakistan and Afghanistan. Our enemies want to weaken us by igniting war of fitnah in the name of counterterrorism cooperation. The sincere elements in Pakistan and Afghanistan must not lose sight of this larger geopolitical picture. They must join forces to turn the tables over the heads of conspirators, by removing the rulers and combining Pakistan and Afghanistan into one powerful Khilafah (Caliphate) state.

Hizb ut Tahrir is already in contact with all of you for some years now. It will not stop advising you and accounting you on the basis of the Noble Quran and the Prophetic Sunnah. It does so because it wants goodness for you in the dunya and the Aakhirah. It thus calls you to end the fighting amongst you, as the Aus and Khazraj did, and grant nussrah (military support) to Hizb ut Tahrir for the re-establishment of the Khilafah Rashidah (Rightly-Guided Caliphate) on the Method of the Prophethood. Make this Ramadan the beginning of the end of occupation, colonialism, tyranny and darkness. May you all raise Takbeers in a liberated Kashmir, as well as a liberated Al-Masjid Al-Aqsa.
