 Does a State Remain a State if its Sovereignty is Violated and its Security is Compromised?!

“The Sudanese government reiterated its welcome for humanitarian support, but at the same time affirmed that it would not tolerate any violations that threaten community security or are exploited politically under the guise of humanitarian work. During his meeting with the delegation of the French organization Promediation, headed by its Director General Éric Blanchot and attended by Dr. Vincent Darac, the regional director, the Deputy Chairman of the Sovereignty Council, Malik Agar, urged the organization to prioritize the issue of community reconciliation, making it a central part of its agenda in Sudan.” (Watan Media, 16/6/2025)

It has been said, “Beware of those from whom no good is expected and whose harm cannot be protected from.” The believer is intelligent and discerning, combining good expectations with caution against what may harm him. As our master Umar (ra) said, لست بالخب والخب لا يخدعني “I am not deceitful, nor can the deceitful deceive me.” I have dealt with these organizations before, and they have never provided humanitarian aid as they claim. Instead, they are organizations that serve political agendas, and operate under the guise of humanitarianism. Many of their actions have been exposed, and revealed, such as supporting the South Sudanese rebels with weapons during the era of Bashir.

The French legal organization “Promediation” claims to work in the field of mediation and conflict resolution, particularly in African countries suffering from internal conflicts such as Sudan, Libya, Mali, and others. One of its main activities in Sudan is facilitating meetings with armed movements. It organized meetings between a Sudanese government delegation and alliances of armed groups based in Libya and Niger, with the aim of integrating them into the peace process. It also held suspicious workshops. For instance, in January 2024, it organized a workshop in Cairo on the humanitarian situation in Darfur, bringing together rival political parties at the tables of this organization, which is eager to play a role in Sudan in favor of Europe and Britain. Promediation also organized a workshop in Switzerland for Sudanese dialogue, but some factions refused to participate, considering the invitation uncoordinated and suspicious.

This exposes how such organizations are used to attract certain mercenary political forces, at the expense of others, some aligned with the Sudanese government and the United States, and others linked to the civilian opposition, which is tied to Britain, the second of the two colonialist powers competing over Sudan.

There are direct accusations from government supporters against this organization, claiming that it interferes in Sudanese affairs and attempts to influence the political process behind the scenes, away from Sudan’s official institutions. There are also suspicions that Promediation may be an indirect front for Europe, particularly British influence in Sudan and the region.

In another context, the activities of the French organization Promediation have sparked widespread controversy in Sudanese circles, amid growing accusations of its negative role during the ongoing war in Sudan. Observers view the organization as a European arm for intervention in Africa. Although it operates under the banner of humanitarian work, it engages in suspicious actions and practices that contradict the principles of neutrality and independence, that international organizations operating in conflict zones are supposed to uphold, as stipulated by international law.

This organization, which uses humanitarian work as a cover for political or intelligence agendas, has revealed its true intentions through its actions. In April 2024, Promediation organized a workshop in Geneva, Switzerland, as part of a political process aimed at restoring the path to democratic transition after the war. The workshop, held under a veil of secrecy and confidentiality, included Sudanese political forces most notably the Forces of Freedom and Change - Central Council, and other traditional pro-European parties that oppose the Al-Burhan government.

Since the outbreak of the war on 15 April 2023, the relationship between the Sudanese government and some international organizations has remained tense. The government strongly rejects what it describes as a serious deviation, in the conduct of certain international organizations operating in the country.

Yet, it still allows them to work. For example, after permitting the passage of humanitarian aid through the Adré border crossing with Chad, some organizations exceeded their humanitarian mandate, and took political and field-based sides, either by concentrating aid in areas controlled by the Rapid Support Forces, or by ignoring the violations committed against civilians. Despite all this, the government has not taken a decisive stance against these organizations, even though there is overwhelming evidence proving the existence of hidden agendas behind what is being labeled as humanitarian work.

The Sudanese Commissioner for Humanitarian Aid, Salwa Adam Baniyah, revealed that some foreign organizations operating in the country have exceeded their granted mandates and are working outside the guidelines and regulations governing humanitarian work in Sudan. She warned of the consequences of these violations, which could subject the involved organizations to accountability.

What is happening is not merely a minor breach or overstep, but a blatant violation of sovereignty. When the government expresses discomfort with the actions of these organizations, it merely pleads with them to remain neutral, stances that reflect weakness and submission to the colonialist disbelievers. So how can a state remain a state if its sovereignty is violated and its security is breached?!

Where is the clear and decisive official response that would keep the hands of these organizations away those that tamper with the security of the country and its people?! Nothing will discipline them or cut off their evil, meddling hands in our land except a state that implements the Shariah Law of Allah (swt) and fears none but Him alone, the Khilafah Rashidah (Rightly-Guided Caliphate) upon the method of Prophethood, which embodies His saying,

[إِنَّ الْكَافِرِينَ كَانُوا لَكُمْ عَدُوّاً مُّبِيناً] “Indeed, the disbelievers are your sworn enemies.” [TMQ Surah An-Nisa: 101].
