Starting from 29 June 2014 after the announcement of so called “establishment of the Caliphate” by “The Islamic State of Iraq and the Levant” organization (ISIL) the whole world witnessed an unprecedented interest of the international media in the event and in the topic of the Caliphate as such. The excitement did not pass the Russian media.
The big headlines appeared in the news of the Runet: “Russia is the main enemy of the new Caliphate”, “Caliphate 2.0” and so on. Virtually every publication, TV channel and news agency considered it their duty to speculate on the topic of the Muslim state.
In fact, the main ideas of the most publications and reports were the following:
• The Caliphate – is the medieval backward state, the main feature of which is severe criminal penalties and absurd anti-democratic structure of the state power.
• After the abolition of the Caliphate in 1924, all the attempts to re-establish it were carried out exclusively by means of force of jihad organizations.
Hizb ut Tahrir has been calling to the establishment of the Khilafah since 1953. The party has written many studies on this topic and studied the question of the establishment and functioning of the Islamic state Caliphate in great detail. So due to the spread of much false information about the project of the Caliphate in media including using for this purpose ISIL’s actions and statements, we want to clarify the following:
1) The announcement of the Caliphate by the organization “ISIL” has no Shariah foundation and “ISIL” remains no more than a military group. Accordingly Abu Bakr al-Bagdadi remains just the leader of this organization, i.e. he is not the Caliph of the Muslims. The absence of the components of the state, the failure to provide people with security against internal and external threats do not allow to establish the Islamic state Khilafah.
2) The method for the establishment of the Islamic state Khilafah is the method of the Prophet Muhammad (pbuh), who had been calling to Islam and offering major Arabic tribes to implement the laws of Allah سبحانه وتعالى for 10 years, until his proposal was accepted by the residents of Yathrib (Medina). The same method is followed by the party Hizb ut Tahrir that for more than half a century has been leading the political work for the establishment of the Khilafah and explaining people all the questions concerning this project.
3) The Khilafah – is a unique political system based on Islam. The history of the Khilafah demonstrates not only the suitability of the Islamic system of government, but its superiority over all other existing systems of today.
The Khilafah – is not the terror and oppression of the citizens, as some of the Russian media tried to present. The Khilafah – is a state practicing Islam, being sent to all mankind. Islamic values satisfy man’s nature whether they resolve the problems of Muslims or Jews and Christians. And our statements are not groundless and otherwise based on generally known facts, because the long history of the Islamic Khilafah’s existence proves that the implementation of the Islamic system protects the fundamental principles of the state and society in the best way. And that is exactly what we, unfortunately, can not observe today either in so called “democratic countries” or in Russia. On the contrary, we see a rapid degradation of the society and the state’s inability to protect people from the spread of immoral democratic values.
4) Today whole humanity witnesses how democracy – torn by internal contradictions, and the cult protection of so-called “Rights and freedoms” have brought Western societies to a critical point of degradation. Democracy has destroyed even the basic family values, and it all happens because of the depravity of the system of values itself, which comes from the human passions and desires. So we see it quite natural that the Muslims want to live in such a state, which will fully and fairly take care of its citizens, which will return the true human values to society. People are tired of living in a society where “dog eat dog” and material benefit is the only measure of the actions.
The Islamic political party Hizb ut Tahrir works to spread and implement Islam, where the system of values does not come from people, but from their Creator. Hizb ut Tahrir tries to return the Muslim lands to the bosom of Islam by the establishment of the Khilafah and offers Western societies to gain a deeper understanding of the postulates of Islam.
The Prophet Muhammad صلى الله عليه وسلم said,
«مَثَلُ الْقَائِمِ عَلَى حُدُودِ اللَّهِ وَالْوَاقِعِ فِيهَا، كَمَثَلِ قَوْمٍ اسْتَهَمُوا عَلَى سَفِينَةٍ، فَأَصَابَ بَعْضُهُمْ أَعْلاهَا وَبَعْضُهُمْ أَسْفَلَهَا، فَكَانَ الَّذِينَ فِي أَسْفَلِهَا إِذَا اسْتَقَوْا مِنَ الْمَاءِ، مَرُّوا عَلَى مَنْ فَوْقَهُمْ، فَقَالُوا: لَوْ أَنَّا خَرَقْنَا فِي نَصِيبِنَا خَرْقًا، وَلَمْ نُؤْذِ مَنْ فَوْقَنَا، فَإِنْ يَتْرُكُوهُمْ وَمَا أَرَادُوا هَلَكُوا جَمِيعاً، وَإِنْ أَخَذُوا عَلَى أَيْدِيهِمْ نَجَوْا وَنَجَوْا جَمِيعًا»
“The example of the person abiding by Allah’s order and restrictions in comparison to those who violate them is like the example of those persons who drew lots for their seats in a boat. Some of them got seats in the upper part, and the others in the lower. When the latter needed water, they had to go up to bring water (and that troubled the others), so they said, ‘Let us make a hole in our share of the ship (and get water) saving those who are above us from troubling them. So, if the people in the upper part left the others do what they had suggested, all the people of the ship would be destroyed, but if they prevented them, both parties would be safe.”
