Fighting America’s Occupation of Muslim Land is a Duty, not a Crime

Pakistan Army Chief General Raheel Sharif performed on 30 September the ground-breaking of the National Counter-Terrorism Centre being set up near Kharian. “The centre will be a state-of-the-art facility with a large capacity to impart quality training to troops for combating terrorism, in all types of terrains,” a military spokesman said about the planned complex. This news comes on the same day that an agreement was announced that America is extending its occupation of Afghanistan as per the bilateral security agreement signed by Afghan National Security Adviser Hanif Atmar and US Ambassador James Cunningham in a televised ceremony at the presidential palace, one day after Mr Ghani was inaugurated as president. According to documents released in Washington, the agreement calls for the deployment of around 10,000 US troops in Afghanistan for another 10 years. America’s NATO partners will also contribute to this force. The US forces will have nine bases in the country, including in provinces that border Iran and Pakistan. They will have immunity from Afghan courts.

So, Pakistan’s troops are to be trained to combat the continuing resistance to America’s occupation. This is even though fighting the American occupation is a duty in Islam. Thus the Raheel-Nawaz is facilitating the Americans in their occupation every step of the way. Until today, it keeps the door open for America’s terrorist network within Pakistan, allowing its personnel to roam freely in the sensitive areas to gather information for attacks, freeing its spies whenever they are caught and securing its lairs, which are found in the residential areas as well as military areas. Then, the traitorous regime plays an active role in blackening the reputation of Jihad, acting as mouthpieces for the Americans, deliberately mixing up the sincere Mujahideen who fight the Americans with those shadowy figures that attack the armed forces. And finally this criminal regime deploys our armed forces and security personnel in the tribal areas, to fight their own Muslim brothers in a miserable war of Fitnah, burning pure Muslim blood on both sides as a fuel to secure America’s Raj and plunging the people of the region into homelessness and despair!

It is high time that the sincere within the armed forces grant Nussrah for the return of the Khilafah to these lands, which will mobilize the Muslims of the tribes and armed forces as one force against the American occupation. Allah سبحانه وتعالى said,

يٰأَيُّهَا ٱلَّذِينَ آمَنُواْ هَلْ أَدُلُّكمْ عَلَىٰ تِجَارَةٍ تُنجِيكُم مِّنْ عَذَابٍ أَلِيمٍ ط تُؤْمِنُونَ بِٱللَّهِ وَرَسُولِهِ وَتُجَاهِدُونَ فِى سَبِيلِ ٱللَّهِ بِأَمْوَالِكُمْ وَأَنفُسِكُمْ ذٰلِكُمْ خَيْرٌ لَّكُمْ إِن كُنتُمْ تَعْلَمُونَ ط يَغْفِرْ لَكُمْ ذُنُوبَكُمْ وَيُدْخِلْكُمْ جَنَّاتٍ تَجْرِى مِن تَحْتِهَا ٱلأَنْهَارُ وَمَسَاكِنَ طَيِّبَةً فِى جَنَّاتِ عَدْنٍ ذٰلِكَ ٱلْفَوْزُ ٱلْعَظِيمُ

“O You who believe! Shall I guide you to a commerce that will save you from a painful torment. That you believe in Allah and His Messenger, and that you strive hard and fight in the Cause of Allah with your wealth and your lives, that will be better for you, if you but know! (If you do so) He will forgive you your sins, and admit you into Gardens under which rivers flow, and pleasant dwelling in Gardens of ‘Adn – Eternity [‘Adn (Edn) Paradise], that is indeed the great success.”

Democracy Enables Usurpation of the Ummah’s Wealth by Rulers

Dawn reported on 2 October that, “The Election Commission of Pakistan (ECP) has proposed that lawmakers who fail to submit details of assets to the commission within the stipulated time period be suspended from membership of the house for 60 days.”

The Raheel-Nawaz regime is responding to the growing anger against the corruption of the rulers in Pakistan. However, merely getting details of assets will not address the problem of the ruling elite usurping the immense wealth of Pakistan, depriving the people. The issue is not merely how much the elite have acquired but preventing them from usurping the wealth of the Ummah. Nothing less than the abolition of Democracy and restoration of Shariah law will do that.

The concentration of wealth in the hands of the ruling elite is legalized through man made legislation under democracy. The political families make wealth because they have usurped from society sources of huge revenue. Specifically, the predominately state properties and public properties, such as large scale arms manufacture, banking and energy industry. This is why in America, Britain and France, there are ruling dynasties of large capitalists.

In the Khilafah, ownership of public property such as oil, gas and electricity will be denied to private individuals. Its immense revenues will be deposited in the Bayt ul-Maal and spent on the needs of the masses. And the Khilafah state will implement a vigorous campaign to dominate large scale manufacture, such as engines and heavy machinery, so as to provide another means of revenue for looking after the affairs of the people. It will be a shining example of how a resource rich country can provide prosperity for an entire population and not just its rulers.

Farmers Are Neglected Because of Democracy

Pakistan Tehreek-i-Insaf Chairman Imran Khan said on 3 October said that farmers in the district and other parts of country had been neglected by successive governments, adding that, “Farmers are the backbone of the country and I will support them.” As usual, Imran Khan is long on promises but short on any chance of delivery, because of his adherence to Democracy. Successive governments have impoverished farmers because they all implement democracy’s man-made capitalist laws, rather than Islam’s unique rulings on agriculture.

It is known that the Muslim Lands under whilst they implemented the laws revealed by Allah سبحانه وتعالى were the agricultural marvel of the world. As for the Indian Subcontinent, under Islam, it was an agricultural powerhouse, producing 25% of the world’s GDP, with a formidable export profile, inciting the greed of the British colonialists over the vast wealth in agriculture, particularly spices and condiments. However, when these revealed laws were replaced during the British occupation by man-made laws, there was a wide-scale famine within the same lands under this British Raj, leading to the deaths of hundreds and thousands through starvation. Capitalism ensured the concentration of land ownership in the hands of a few. Though the British left, capitalism remained under Democracy and so this concentration continues to be the dominant feature of Pakistani agriculture. The wealthiest 4% of rural households own over half of all cultivated land; yet 49% of rural households are completely landless. Landless farm workers farm the land of land owners and then must pay rent to them, such that the majority of landowners are absentee owners just living off the rent. So, those who practically cultivate land benefit little of it, whilst those who own the land benefit immensely. The so-called “Green Revolution” of 1960s worsened matters, by allowing a small elite to take back previously leased lands and eviction of previous tenants. This further increased rural poverty and led to a flood of rural workers into the cities, in a frantic search for alternative livelihood. And what is left to fall in between rural workers migrating to cities and absentee land owners is gross under-utilization of Pakistan’s abundant agricultural lands.

The return of the Khilafah will boost agricultural production and rural employment, thus increasing Pakistan’s food security and prosperity by restoring the Islamic land laws in the Indian Subcontinent. Uniquely, Islam strongly links the issue of ownership of the land with its cultivation. So regardless of whether the land-owner has large tracts of lands, or small tracts of it, he must supervise its cultivation personally. And the state will assist the owners in cultivation, whether through grants or through interest-free loans. In its Introduction to the Constitution, Hizb ut Tahrir has adopted in Article 136, “Everyone that owns land is compelled to use it, and those that require financial help are given money from the Bayt Al-Mal to enable them to utilise their land. If anyone neglects utilising the land for three years continuously, it is taken from them and given to someone else.” If the owner of land is unwilling or unable to cultivate his agricultural land despite assistance being offered, he is not allowed to hire it to another to cultivate it. RasulAllah صلى الله عليه وسلم said, «ازْرَعْهَا أَوْ امْنَحْهَا أَخَاكَ» “Cultivate it or give it to your brother” In its Introduction to the Constitution, Hizb ut Tahrir has adopted in Article 135, “It is completely prohibited to rent land for agriculture, irrespective of whether the land was Kharajiyyah or ‘Ushriyyah. Likewise, temporary share-cropping is also prohibited. Musaaqa (renting trees for a portion of their yields) is permitted without restriction.” And Islam encourages the revival of uncultivated agricultural land by granting ownership to the one who revives dead land to agricultural productivity. RasulAllah SAW said,

«مَنْ أَحْيَا أَرْضًا مَيِّتَةً فَهِيَ لَهُ»

“whoever revives a dead land, it belongs to him” [Tirmidhi]

Thus, in its Introduction to the Constitution, Hizb ut Tahrir has adopted Article 134, “Dead land is possessed through its revival and fencing.”

America Does Not Favour One Party Over Another, Because Democracy Always Secures Its Raj in Pakistan

US Ambassador Richard Olson said on 2 October that, “The US doesn’t support any specific political party in Pakistan. We support democracy and want to see a strong democratic system here,” during his meeting with Governor Chaudhry Sarwar. America knows well that whichever party rules in Democracy secures America’s vital interests.

In addition to securing their own wealth, rulers are allowed by Democracy to secure the interests of their foreign masters and sponsors, usurping the rights of society. As just a few examples, in the case of corporate farming, the government is crippling local farmers with expensive seed and fertilizer, whilst they have introduced favorable conditions for large foreign companies to undertake corporate farming. Regarding energy, the colonialist financial institution refused to fund coal run power plants if they are not run on imported coal. The privatization of Pakistan’s immense public properties was made by law a means to pay the interest based loans of the colonialist institutions, in which America determines policies. Through the Seventeenth Amendment Democracy secured the American presence within the country, whether it is military, intelligence or private military organizations. Democracy secured the NATO supply line and the drone attacks, as well as many other matters undermining our security. So, of course the Western nations would enthusiastically support and generously fund democracy in Pakistan. Democracy provides the West with an uninterrupted supply of corrupt traitors who secure legislation for the colonialist interests, whilst democracy also keeps the Muslims downtrodden and destitute, restricted in their ability to rise up against the system.

Only the Khilafah will close the doors to American influence in the Muslim world. The Khilafah will implement laws according to the commands and prohibitions mandated by Allah سبحانه وتعالى and His Messenger صلى الله عليه وسلم. Rulers will be held to account for their implementation of Islam and any persistence in deviation from Islam will lead to their removal, even if it were the Khaleefah himself. And all political parties will be based upon Islam alone. In the Introduction to the Constitution of the Islamic State, Article 21, Hizb ut Tahrir has adopted, “The Muslims have the right to establish political parties in order to account the rulers or to reach the rule through the Ummah on the condition that their basis is the Islamic ‘Aqeedah and that the rules they adopt are Shari’ah rules. The formation of a party does not require any permission. Any group formed on an un-Islamic basis is prohibited.”
